Bill 60 and the 7-Day N4: What Changes on September 21, 2026
Ontario's Fighting Delays, Building Faster Act, 2025 (Bill 60) received Royal Assent on November 27, 2025. One of its changes shortens the N4 non-payment notice period from 14 days to 7 days for monthly and yearly tenancies. That shorter period takes effect September 21, 2026 — and only for N4 notices served on or after that date. Here is exactly what changes, who it affects, and the date that decides which rule applies to your notice.
A 7-day N4 served before September 21, 2026 is void
Until September 21, 2026, a monthly or yearly N4 must still give at least 14 days. If you serve a notice with a 7-day termination date early, it is invalid — and an L1 application filed on an invalid notice can be dismissed, resetting the whole process. When in doubt, use 14 days for a monthly or yearly tenancy until the change takes effect.
What Bill 60 changes about the N4
The N4 is the notice a landlord serves to end a tenancy for non-payment of rent. Today, the minimum notice period on that form depends on how often rent is charged. Bill 60 leaves the weekly and daily periods alone and cuts the monthly/yearly period in half, so that from September 21, 2026 every rent frequency uses a 7-day base period.

The base period is the minimum; you can always give a later termination date. The effective date is confirmed in the Landlord and Tenant Board's operational guidance — always check the Landlord and Tenant Board's current rules before serving, as implementation details can be updated.
It's the service date that decides the rule
Which period applies turns on when you serve the N4, not the rent period or the termination date you write on it. Serve a monthly N4 on September 20, 2026 and it must give 14 days. Serve the same notice on September 21, 2026 and it can give 7. There is no partial credit for serving a day early — the shorter period is simply not available yet.
Your service method still adds days on top of the base period, exactly as before: regular mail adds 5 days, courier adds 1, and hand delivery, the mailbox at the unit, or leaving it with an adult in the unit add none. Who's affected — and who isn't
- Monthly and yearly tenancies — the notice period drops from 14 to 7 days for N4s served on/after September 21, 2026.
- Weekly and daily tenancies — no change; they were already at 7 days.
- N4s already served — unaffected; they keep the termination date they were served with.

The 7-day N4 is the headline change, but a few related rules take effect the same day. These are worth being aware of, and you should confirm the specifics against the Landlord and Tenant Board before relying on them:
- N12 own-use compensation: a landlord who gives at least 120 days' notice on an N12 (landlord/family/purchaser own use) is no longer required to pay the one-month compensation.
- 50% of arrears before a hearing: to preserve the right to raise certain tenant issues at a non-payment (L1) hearing, a tenant must pay at least 50% of the claimed arrears at least 7 days before the hearing.
- Persistent late payment: the rules addressing repeated late rent payment are tightened. If persistent lateness is your issue, the N8 — not the N4 — is the relevant notice.
